Beijing, 29th March (Reporter Wu Qiuyu) With the approval of the State Council, the Ministry of Finance recently issued the Interim Measures for the Management of Budget Expenditure of Central State-owned Capital Operation (hereinafter referred to as the "Measures") to improve the budget management system of state-owned capital operation, standardize and strengthen the budget expenditure management of central state-owned capital operation. The "Measures" clarify that the central state-owned capital operating budget mainly targets state-owned capital investment, operating companies (hereinafter referred to as investment operating companies) and central enterprise groups (hereinafter referred to as central enterprises). Apart from transferring to the general public budget and supplementing the national social security fund, it is mainly used to solve the historical problems left over by state-owned enterprises and related reform costs, capital injection of state-owned enterprises and other expenses. Among them, the capital injection of state-owned enterprises adopts three ways: injecting capital into investment operation companies, injecting capital into industrial investment funds and injecting capital into central enterprises.
According to the "Measures", the expenses for solving the problems left over from the history of state-owned enterprises and related reform costs refer to the expenses used to support investment and operation companies and central enterprises to divest state-owned enterprises from their social functions, solve the institutional problems existing in state-owned enterprises, and make up for the reform costs of state-owned enterprises. To solve the problems left over from the history of state-owned enterprises and related reform costs, special fund management shall be implemented, and the relevant special fund management measures shall be formulated by the Ministry of Finance in consultation with relevant departments.
The capital injection of state-owned enterprises refers to the capital expenditure used to guide investment and operation companies and central enterprises to better serve the national strategy and invest more state-owned capital in important industries and key areas related to national security and the lifeline of the national economy. The three ways of injection include: first, injecting capital into investment and operation companies, which is mainly used to promote investment and operation companies to adjust the layout and structure of state-owned capital and enhance the control of state-owned capital; The second is to inject capital into industrial investment funds, which is mainly used to guide investment and operation companies to initiate the establishment of industrial investment funds in a market-oriented way, give play to the leverage of financial funds, and lead social capital to invest more in important forward-looking strategic industries, ecological environmental protection, scientific and technological progress, public services, international operations and other fields to enhance the influence of state-owned capital; The third is to inject capital into the central enterprises, which is mainly used to implement the spirit of the relevant decision-making arrangements of the CPC Central Committee and the State Council and the specific matters implemented by the central enterprises.
The "Measures" require that the central state-owned capital operating budget expenditure should be linked with the general public budget to avoid overlapping with the expenditure arranged by the general public budget and the government fund budget, and its expenditure direction and focus should be adjusted in a timely manner according to the needs of the national macroeconomic policy and the reform and development tasks of state-owned enterprises in different periods. The central state-owned capital operating budget expenditure should implement performance management, reasonably set performance targets and indicators, implement performance execution monitoring, carry out performance evaluation, strengthen the application of evaluation results, and improve the efficiency in the use of budget funds.
The Measures also provide detailed provisions on budget preparation and approval, budget execution, transfer payment, final accounts, performance management, supervision and inspection of the central state-owned capital operating budget expenditure.
