A few days ago, the General Office of the Ministry of Transport, together with the General Office of the National Development and Reform Commission, the General Office of the Ministry of Finance and the General Office of the Ministry of Agriculture and Rural Affairs, issued the Notice on Further Improving the Service Level of the "Green Passage" Policy for the Transportation of Fresh Agricultural Products (hereinafter referred to as the Notice).
The Notice requires strict implementation of the catalogue of fresh agricultural products, unified standardization of the judgment criteria of "fresh" and "deep processing", unified standardization of the inspection criteria of "legal loading of whole vehicles", unified standardization of the identification criteria of reasonable errors of weighing equipment, strengthened exploration and optimization of inspection methods, strengthened access service guarantee, and strengthened implementation of supporting policies. In addition, the Catalogue of Fresh Agricultural Products, the Comparison Table of Vegetable Alias and Common Commodity Names, and the Comparison Table of Fruit Alias and Common Commodity Names were issued along with the Notice.
The Notice focuses on the outstanding problems at present, focuses on the identification of specific varieties of fresh agricultural products, and further refines the identification criteria such as "fresh", "deep processing" and "legal vehicle".
In the Catalogue of Fresh Agricultural Products (hereinafter referred to as "Catalogue"), it has been supplemented and improved according to the principle of "popularization, eating in the mouth, perishability, intolerance to release, wide planting and large sales". First, it absorbed and merged a series of previous notices to increase or decrease the catalogue, including potatoes, sweet potatoes, yams, taro, fresh corn and raw flowers added in 2010, and adjusted the varieties covered by "live livestock and poultry" to piglets and bees in 2018. Second, the varieties with large individual market demand, similar product names or shapes in the catalogue, difficult to distinguish and often controversial, such as cherry tomatoes (cherry tomatoes), mushrooms, pink bananas (apple bananas), plantains, golden bananas, pigeon eggs, fire eggs, ostrich eggs, etc. Thirdly, the original varieties in the catalogue were standardized according to their scientific names, and the names with problems were corrected, such as adjusting "tomato" to "tomato", "fresh milk" to "fresh milk" and "mushroom" to "Agaricus bisporus". At the same time, in order to solve the problem that the current national industry standard fails to cover the product aliases and trade names in the catalogue, a comparison table of aliases and common commodity names of vegetables and fruit products is added, which solves the problem of the basis for determining the relationship between cherries and cherries, apples and snakes.

All provinces, autonomous regions and municipalities directly under the Central Government, the Department of Transportation (bureaus and commissions), the Development and Reform Commission, the Department of Finance (bureaus), the Department of Agriculture and Rural Affairs (agriculture and animal husbandry), the Department of Animal Husbandry and Veterinary Affairs (bureaus and commissions), the Finance Bureau of Xinjiang Production and Construction Corps and the Agriculture and Rural Affairs Bureau:
Since 2005, relevant local departments have conscientiously implemented the decision-making arrangements of the CPC Central Committee and the State Council, organized and guided toll road management and other units, vigorously promoted the construction of a "green channel" for the transportation of fresh agricultural products, and fully implemented the toll-free policy for vehicles legally loaded with fresh agricultural products, which effectively promoted the supply of "vegetable baskets" and ensured the basic living needs of the people. However, in the process of policy implementation, some places have different understandings of fresh agricultural products and different inspection standards, which has caused some disputes. In order to further improve the service level of the "green channel" policy for the transportation of fresh agricultural products, standardize vehicle inspection and policy implementation, and better serve people’s lives, relevant matters are hereby notified as follows:
First, strictly implement the catalogue of fresh agricultural products. In strict accordance with the Notice of the General Office of the State Council on Further Improving the Prevention and Control of African Classical Swine Fever (Guo Ban Fa Dian [2018] No.12) and the Notice of the Ministry of Transport and the Ministry of Finance of the National Development and Reform Commission on Further Optimizing the "Green Passage" Policy for the Transportation of Fresh Agricultural Products (Jiao Gong Fa Fa [2019] No.99) and other relevant regulations, vehicles with products in the National Unified Catalogue of Fresh Agricultural Products are legally loaded and transported. In order to solve the problem that some vegetables and fruits have similar names, similar shapes or aliases and trade names, which leads to inconsistent identification caliber, the relevant business departments have revised and improved the Catalogue of Fresh Agricultural Products in accordance with the principle of "popularization, eating in the mouth, perishable, intolerant, widely planted and large sales". With reference to the domestic trade industry standards "Classification and Code of Fresh Fruits" (SB/T 11024-2013), "Classification and Code of Fresh Vegetables" (SB/T 10029-2012) and the agricultural industry standard "Vegetable Names and Computer Codes" (NY/T1741-2009), etc., the comparison table of variety names, aliases and trade names was added.
Two, standardize the "fresh" and "deep processing" criteria. Adhere to the principle of seeking truth from facts, standardize the inspection of fresh agricultural products and maintain a fair and unified transportation market order. For fresh vegetables, we can refer to the provisions of Classification and Code of Fresh Vegetables (SB/T10029-2012) that "the leaves or other edible parts of vegetables have certain luster and moisture, and there is no wilting phenomenon", and fully consider the influence of summer transportation and other factors. For the deep processing of products, please refer to the Notice of the Ministry of Agriculture and Rural Affairs and other 15 departments on Several Policies and Measures to Promote the High-quality Development of Deep Processing of Agricultural Products (No.3 [2018]), which stipulates that "Deep processing of agricultural products is a processing process in which nutrients, functional components, active substances and by-products are reprocessed on the basis of rough processing and primary processing, so as to realize multiple value-added processes such as fine processing and deep processing". Three, unify and standardize the inspection standard of "legal loading of the whole vehicle". Coordinate development and safety, strictly implement the policy requirements for legal loading of vehicles, and earnestly safeguard the safety of people’s lives and property and highway infrastructure. The maximum limits of gross weight and outline dimensions of vehicles and goods shall be strictly in accordance with the national compulsory production standard "Outline Dimensions, Axle Loads and Mass Limits of Cars, Trailers and Automobile Trains" (GB1589-2016) and relevant regulations. Among them, the total weight of two-axle trucks enjoying the "green passage" policy should not exceed the total weight indicated in the Driving License. The fresh agricultural products within the scope of the Catalogue of Varieties of Fresh Agricultural Products are mixed with other agricultural products, and the mixed other agricultural products do not exceed 20% of the vehicle’s approved load mass or compartment volume (the compartment volume is calculated temporarily by the height of the solid fence for the barn-type truck), which shall be executed with reference to the legal loading of the whole vehicle. The special low-flat semi-trailer for transporting large objects that cannot be disassembled does not enjoy the "green channel" policy if it carries fresh agricultural products. Vehicles that commit other illegal acts beyond the requirements of this notice shall be dealt with by the relevant departments according to law, which will not affect their enjoyment of the "green channel" policy.
Four, standardize the standard of reasonable error identification of weighing equipment. The fresh agricultural products transport vehicles passing through the expressway shall be identified by the export toll station. Considering the possible reasonable error of weighing equipment, the fresh agricultural products transport vehicles whose total weight exceeds the limit and the overload range does not exceed 5% shall be executed according to the legal loading of the whole vehicle. In strict accordance with the relevant provisions, the implementation of weighing equipment verification, publicity verification certificate. If the driver objects to the weighing test results, the expressway exit toll station should prompt the driver to apply for metrological arbitration verification according to law, and actively cooperate with the relevant work to effectively protect the legitimate rights and interests of the driver.
Fifth, strengthen the exploration and optimization of inspection methods. Organize relevant units to strengthen technical research and application, make full use of measures such as installing digital radiation perspective imaging detection equipment and big data analysis, accelerate the exploration and establishment of an intelligent detection mechanism covering the whole process of the whole chain, such as source site analysis, real vehicle status judgment, spot check of important nodes, technical means detection, credit score incentive, etc., so as to realize accurate identification, efficient detection and quality service of fresh agricultural products transport vehicles, and continuously optimize and improve the inspection efficiency of "green channel". Optimize and improve the "green channel" booking service, guide vehicles to make an appointment in advance, explore the establishment of a credit score system, and adopt rapid inspection and random sampling for fresh agricultural products transport vehicles with good booking records and inspection results to improve inspection efficiency, reduce inspection frequency, and promote quality improvement and efficiency improvement.
Sixth, strengthen the guarantee of access services. In strict accordance with the requirements of this notice, further standardize the implementation measures of the "green channel" policy in this region. Strengthen policy propaganda and interpretation in various ways, improve public awareness, and create a good environment for the smooth implementation of policies. Further standardize the setting of special lanes for "green passage" of highway toll stations and improve the signs. The service of fresh agricultural products transportation will be included in the key work scope of highway traffic protection, and the monitoring and dispatching of highway traffic conditions will be strengthened to ensure the efficient and convenient passage of fresh agricultural products vehicles. Guide expressway management units to strengthen the business training of front-line toll collectors, further improve the ability of front-line personnel to understand and implement policies, ensure the strict and standardized implementation of the "green channel" policy, and better benefit the broad masses of the people.
Seven, strengthen the implementation of supporting policies. Strictly implement the Notice of the Ministry of Transport, the National Development and Reform Commission and the Ministry of Finance on Further Optimizing the "Green Passage" Policy for the Transportation of Fresh Agricultural Products (Jiaogongfa [2019] No.99) and other relevant regulations, and organize relevant departments to conduct in-depth research and evaluation on the impact of the "green passage" policy adjustment on toll roads. If the toll road business unit loses its legitimate income due to the optimization policy, it should formulate specific plans and make compensation in accordance with the provisions of relevant laws and regulations, make overall plans to safeguard the legitimate rights and interests of toll road users and investors, and promote the high-quality development of highway traffic.
In the process of policy implementation, major problems should be reported in time. The Ministry of Transport will organize relevant units to evaluate the implementation of the policy and the Catalogue of Fresh Agricultural Products every two years, and make adjustments in conjunction with relevant departments when necessary.
