According to the website of the Ministry of Commerce on the 1st, eight departments, including the Ministry of Commerce and the State Post Bureau, issued a notice on speeding up the work related to the rural e-commerce system and express logistics distribution system in the county.
Developing rural e-commerce and express logistics distribution is an important measure to promote the effective connection between urban and rural production and consumption, and it is an objective requirement to comprehensively promote rural revitalization and build a new development pattern. In order to conscientiously implement the decision-making arrangements of the CPC Central Committee and the State Council, further promote the coordinated development of e-commerce and express logistics distribution, and speed up the penetration of county rural e-commerce system and express logistics distribution system, the relevant work is hereby notified as follows.
I. Work objectives
Upgrade and transform a number of county-level logistics distribution centers, promote the integration of county-level express logistics resources, build a number of rural e-commerce express collaborative development demonstration zones, improve the public delivery logistics service capacity, and strive to basically achieve county-level centers, township outlets and village-to-village services in qualified areas by 2025. The coverage of rural e-commerce and express logistics distribution has been further expanded, the county and rural e-commerce systems and express logistics distribution systems have been improved, the two-way circulation channels of agricultural products going out of the village to the city and consumer goods going to the countryside to the village have been smoother, and the people’s sense of acquisition and happiness have been continuously enhanced.
Second, the main task
(1) Improve infrastructure and optimize network layout. Encourage all localities to strengthen the construction of county-level rural express logistics and distribution infrastructure, upgrade and transform county-level logistics and distribution centers, and provide warehousing, sorting, transit, distribution and other services for townships, villages and local production and circulation enterprises, postal express delivery enterprises, cooperatives, family farms and other entities. Guide rural postal and express logistics enterprises to use existing facilities and resources to jointly build township service stations. Relying on public service facilities such as village post station, Yi Nong Information Society and village committee, and convenience commercial facilities such as mom-and-pop shops, convenience stores and e-commerce service stations, village-level delivery logistics comprehensive service stations will be established to realize "multi-station integration, multi-function and multi-purpose of one network". Encourage qualified villages to put smart express boxes (letter boxes) and express delivery points. Through infrastructure construction, a rural express logistics distribution system with county-level logistics distribution centers, township outlets with distribution functions and village-level delivery logistics comprehensive service stations as the main body will be basically formed.
(2) Fill in the shortcomings of the cold chain and improve the circulation rate of the cold chain. Focus on the main producing areas of fresh agricultural products and the advantageous areas of characteristic agricultural products, promote the construction of cold chain logistics facilities for storage and preservation of agricultural products, speed up the short-board of cold chain logistics in the producing areas, and promote the high-quality development of agricultural products e-commerce. Combined with the production situation of agricultural products and the network layout of logistics distribution points, we will build a cold chain distribution center with commercial processing capacity in qualified counties or mega-towns, and promote mobile cold storage. Strengthen the supply chain construction of agricultural products, and guide the wholesale market of agricultural products to speed up the improvement of cold chain facilities with functions such as logistics distribution and low-temperature distribution. Promote the revision of cold chain standards for agricultural products, and strengthen the quality supervision and product traceability of fresh agricultural products.
(3) Integrating express logistics resources to improve distribution efficiency. Support the coordinated development of rural e-commerce and express logistics distribution. Guide various entities such as e-commerce, postal service, supply and marketing, express delivery, logistics, trade and circulation to carry out market-oriented cooperation, promote the "five unifications" of warehousing, collection, sorting, transportation and distribution, and "five integrations" of venues, vehicles, personnel, operation and management, so as to enhance the logistics and distribution capacity of express delivery. Encourage qualified rural areas to explore smart logistics, rely on cloud computing, big data, Internet of Things and other technologies, promote the digitalization and intelligent transformation of rural express logistics, and build an integrated express logistics distribution service system such as warehousing, sorting, distribution and value-added services. Give play to the basic supporting role of postal network in remote areas, encourage postal express delivery enterprises to integrate terminal delivery resources to meet the basic delivery needs of people in remote areas. Support the development of "e-commerce+origin warehouse+express logistics" warehouse integration mode in agricultural production areas, and improve the upward efficiency of agricultural products.
(4) Expand the coverage of e-commerce and enhance service capabilities. Encourage relying on county-level logistics distribution centers and rural express logistics sites to improve the public service system of rural e-commerce, provide services such as product development, brand incubation, packaging design, data analysis and marketing, and improve the application level of rural e-commerce. Encourage large-scale e-commerce enterprises and circulation enterprises to focus on counties and towns, sink the supply chain and new trading models, and promote the integration of rural circulation facilities and formats into the modern circulation system. Support the construction of demonstration parks for rural industrial integration and development, smooth the online and offline multi-channel circulation of agricultural products, and promote the integration and development of rural industries. We will build a demonstration zone for the coordinated development of rural e-commerce express delivery, build a modern agricultural demonstration project for express delivery service, and support agricultural transformation and increase farmers’ income. Implement the "internet plus" project of agricultural products leaving the village and entering the city, and establish and improve the supply chain system, operation service system and support guarantee system that adapt to the online sales of agricultural products.
(5) Cultivate market players and promote coordinated development. Support rural postal, supply and marketing, express logistics and commercial circulation enterprises to transform and upgrade in digitalization and chain, become bigger and stronger, and promote the construction of county commercial system and rural consumption. Guide rural small and medium-sized e-commerce and express logistics enterprises to cooperate by means of alliance and equity investment to improve market competitiveness. Strengthen the training of rural e-commerce, express logistics and distribution personnel, strengthen practical skills, and enhance the ability of entrepreneurship and employment. Encourage in-depth cooperation between e-commerce platform and express logistics enterprises, build a platform for export of featured agricultural products, and promote the upward movement of agricultural products.
(six) standardize the order of the industry and optimize the development environment. Simplify the filing procedures of rural express terminal outlets and encourage the development of rural express terminal services. Revise the standards such as "Express Service" to standardize the rural express delivery business behavior. Strengthen the supervision of delivery logistics services, investigate and deal with acts such as not delivering at the agreed address and charging illegally according to law, promote fair competition and protect the legitimate rights and interests of users. Guide enterprises engaged in rural express logistics to strictly abide by service standards, safe production, green development, epidemic prevention and control and other management regulations, and provide standardized services. Guide express logistics enterprises to set reasonable prices, explore mechanisms such as cost sharing and benefit sharing that are in line with rural reality, promote cooperation among enterprises such as e-commerce, express delivery and commerce, safeguard the rights and interests of all parties, promote the co-construction and sharing of rural express logistics infrastructure, and provide guarantee for the "last mile" distribution of rural e-commerce express delivery.
Third, safeguard measures
(seven) to strengthen organizational leadership, compaction of the main responsibility. All localities should actively support the coordinated development of rural e-commerce and express logistics distribution, and establish a coordination mechanism for the coordinated development of rural e-commerce and express logistics distribution under the unified leadership of the government and the participation of multiple departments. Take the rural e-commerce system and express logistics distribution system in Tongguan County as an important task to ensure and improve people’s livelihood, and make solid overall plans to promote it. Strengthen the requirements of the mechanism of "provincial overall planning, city and county implementation", and the provincial authorities should make overall planning and effectiveness supervision of policies, funds, resources and other factors; Cities and counties, in combination with the actual situation in the region, refine the work plan in the region, strengthen technical guidance and supervision and assessment, and compact their responsibilities to ensure practical results.
(eight) to strengthen horizontal cooperation and form a joint effort. Relevant local authorities should firmly establish the idea of playing chess, co-ordinate capital policies, strengthen communication and coordination, highlight functional dislocation and complementary advantages, avoid multi-head investment and redundant construction, and jointly promote the coordinated development of rural e-commerce and express logistics and distribution. Encourage "a little multi-function, multi-purpose network", take co-construction and sharing as the direction, integrate village post stations, agricultural information agencies, e-commerce service stations, express logistics stations and other network facilities, and superimpose comprehensive service functions such as consumer goods, agricultural materials, e-commerce, postal services, express delivery, and agriculture-related information to better serve farmers’ production and life consumption.
(9) Strengthen policy guarantee and push the work to the ground. All localities should follow up and study the problems faced in the development of rural e-commerce and express logistics distribution, actively introduce supporting policies, give play to the demonstration and guiding role of central and local financial funds, drive social capital to increase investment, promote the digital information transformation and comprehensive service improvement of county-level logistics distribution centers, township service stations and village-level delivery logistics comprehensive service stations, and comprehensively reduce the cost of rural express logistics. Promote the development of rural e-commerce and express logistics distribution into the important work of local rural revitalization and strengthen guidance, supervision and inspection.
All localities should take speeding up the rural e-commerce system and express logistics distribution system as an important task to comprehensively promote rural revitalization and accelerate agricultural and rural modernization, strengthen work guidance, and closely track progress. Report important information to relevant departments in a timely manner according to procedures.
