CCTV News:On March 29th, law enforcement officers from Beijing Fangshan Ecological Environment Bureau went to Yanshan Petrochemical Company to inspect the exhaust emissions of diesel forklifts in use in the organic chemical plant of Beijing Dongfang Petrochemical Co., Ltd. and Beijing Yanshan Branch of China Petrochemical Co., Ltd. (No.2 Storage and Transportation Plant). A total of 40 diesel forklifts were inspected on site, of which 27 had obvious smoke emission by visual inspection, and the emissions exceeded the standard. They were ordered to stop using them immediately and put on file for investigation and handling.
According to the source analysis results of PM2.5 in Beijing, mobile sources account for 45% of the local emission contribution, which is the main source of air pollution. According to Beijing’s action plan for defending the blue sky in 2019, in order to do a solid job in filing and issuing bids for off-road mobile machinery and implementing low-emission areas, and effectively increase the supervision of off-road mobile machinery, Fangshan District Ecological Environment Bureau comprehensively used law enforcement means and made precise policies to organize and carry out special law enforcement inspection actions for off-road mobile machinery entering households.
It is understood that since the beginning of this year, Fangshan District Ecological Environment Bureau has comprehensively strengthened the supervision of environmental pollution sources and intensified efforts to carry out full-time accurate law enforcement in accordance with the requirements put forward by the district Committee, such as "stressing politics, hard work and enforcement". Up to now, 782 heavy-duty diesel vehicles have been inspected at home, and 70 diesel vehicles with excessive emissions have been investigated, with a fine of 60,500 yuan, an increase of 778.65% compared with last year, an increase of 204.35% in the number of inspections, and an increase of 188.1% in the amount of fines. 385 sets of construction machinery were inspected at home, and 47 sets of construction machinery with excessive emissions were investigated, with a fine of 235,000 yuan, an increase of 305.26% compared with last year, and the amount and amount of investigation increased by 840%.
In addition, for vehicles exceeding the standard, "strictly guard against death", three of the six entrances to Beijing and comprehensive checkpoints in the whole district focus on 24-hour all-weather law enforcement supervision, while others implement 24-hour mobile law enforcement, and cooperate with relevant departments to increase inspection and punishment. Normalized and institutionalized management uses smokemeters, OBD detectors and nitrogen oxide detection equipment to conduct "all-round physical examination" on vehicles entering Beijing, and strictly controls vehicles that are "sick" and does not let go of one from the southwest. Up to now, a total of 34,670 heavy-duty diesel vehicles have been manually inspected and sampled, and 2,911 vehicles exceeding the standard have been punished with a fine of 582,200 yuan. Heavy-duty diesel vehicles with excessive emissions detected in law enforcement are included in the city’s "blacklist of excessive vehicles" database, and heavy-duty diesel vehicles from other places with excessive emissions are not allowed to go through the formalities of entering Beijing before passing the re-inspection. In addition, the Notice of Foreign Motor Vehicle Drivers with Excessive Emissions was issued, informing the vehicles with excessive emissions to go through the environmental protection procedures in Beijing after maintenance and re-inspection, ensuring that the vehicles in Beijing meet the emission standards, and persuading 1,594 vehicles to return to Beijing or transit.
In the next step, Fangshan District Bureau of Ecology and Environment will conduct a comprehensive arrangement according to the situation of non-road mobile machinery in the whole region and establish an account of non-road mobile machinery in the whole region. Constantly increase the supervision of mobile pollution sources and the precise law enforcement of "double high" enterprises, investigate and deal with vehicles with unqualified emissions according to law, and order them to be repaired, replaced or eliminated. At the same time, public publicity and household publicity are adopted to promote the renewal and elimination of old vehicles in enterprises and continuously improve the level of environmental protection.
