A few days ago, the Regulations on Railway Safety Management in Guangxi Zhuang Autonomous Region, which was voted by the 10th meeting of the Standing Committee of the 13th National People’s Congress of the autonomous region, will be implemented on October 1st.
The regulations clearly define the safety protection zones outside the scope of railway land use according to law, and set up prohibitions on the protection zones, such as prohibiting the discharge of fireworks and firecrackers; Implement "air control" along the railway, such as prohibiting the flying of civilian drones, kites, balloons, Kongming lanterns and other low-altitude floating objects within 500 meters of railway circuit lines;
Fourteen prohibited acts endangering the order of railway stations and cars and railway safety have been set up, such as forcibly boarding, occupying other people’s seats, beating and abusing train staff, and corresponding legal responsibilities have been set up for these prohibited acts.
Fireworks and firecrackers are prohibited in the safety protection zone.
In recent years, Guangxi Railway has achieved a magnificent turn from the end of the road network to the regional hub. At present, the mileage of high-speed rail in Guangxi has reached 1,771 kilometers, ranking among the top 31 provinces, autonomous regions and municipalities in China. The EMUs reach 12 districts and municipalities in the whole region, 20 provinces, autonomous regions and municipalities in China and the Hong Kong Special Administrative Region, basically forming a modern road network pattern of "North Link, South Link, East Link and West Link".
There are many mountains and few plains in Guangxi, the proportion of railway bridges and tunnels is high, and there are many bad weather such as typhoons and rainstorms. With the rapid expansion of railway network, especially high-speed railway network, the speed and density of trains are increasing, and the risks faced by railway safety are becoming more and more severe. In order to strengthen the safety of railway lines and ensure the safety of passengers’ personal and property, the bill proposes to implement closed management of railways, set up safety protection zones, expand the prohibited acts, restricted acts and related control requirements in railway line safety protection zones and their adjacent areas, and refine and supplement relevant regulations.
The Bill proposes "control of light floating objects", for example, it is forbidden to fly birds, fly kites, balloons, drones and other low-altitude floating objects within 500 meters on both sides of railway power lines. At the same time, it is clear that under the railway bridge, no buildings or structures that affect railway safety, parking lots, shops, stacked items, processing and production, etc. are allowed, and offenders will bear corresponding legal responsibilities.
Self-heating food is prohibited on the train.
In recent years, the speed of trains in Guangxi has been continuously improved, and the number of EMU trips has increased, which greatly facilitates citizens to travel. Some self-heated rice, hot pot and dishes in railway food are welcomed by passengers because of their convenience. In fact, if self-heating food is not heated properly, it is easy to induce smoke, which poses a safety hazard to the operation of motor trains. According to media reports, when heating self-heated rice, passengers put the quicklime in the heating bag directly into the plastic box, which caused a lot of smoke after adding water and triggered the smoke alarm.
In addition to improving the provisions on pit stop management, ride management, consignment management and food safety management in railway operation, the bill also clearly stipulates that it is forbidden to eat self-heating food on EMU trains.
The Bill intends to stipulate that the public security organ shall order the unit to make corrections, impose a fine of more than 10,000 yuan but less than 50,000 yuan, and impose a fine of more than 2,000 yuan on the individual in 500 yuan for the prohibited acts that endanger the order of railway stations and cars and railway safety, such as forcibly occupying other people’s seats, forcibly boarding, refusing to get off the bus, and using self-contained heated food. If it constitutes a violation of public security administration, the public security organ shall impose administrative penalties on public security according to law.
Passenger violations will be included in the untrustworthy system.
If you miss the check-in time, the passengers still break into the ticket gate, and even don’t listen to the obstruction of crossing the platform and kicking the station door to vent their emotions. Such behavior is not only condemned by the society, but also faces the risk of discrediting their own credit.
In April this year, at Nanning Railway Station, a female passenger with a child, who missed the ticket checking time, forcibly broke into the ticket gate and vented her emotions and kicked the station gate, was finally included in the dishonesty system by the railway department and was punished by railway police for administrative detention.
The regulations clearly stipulate that relevant departments and railway transport enterprises should establish and improve the railway passenger credit information management system, and include acts that disrupt the order of railway station and train transportation, endanger railway safety, and seriously violate the safety management rules and regulations of railway transport enterprises into the record of dishonesty in the railway system, and push national and local credit information sharing platforms according to regulations. Relevant departments and railway transport enterprises shall, in accordance with the provisions, implement joint punishment for dishonesty.

● Beat, abuse and insult the station and train staff.
● Interfere with railway computer information system.
● Spreading false information that affects railway safety.
● Other acts that endanger the order of railway stations and cars and railway safety prohibited by laws and regulations.
