Experts interpret the transfer of state-owned assets to social security: there is no problem with the total pension, and there is a problem with the structure.

  A few days ago, the State Council issued the Implementation Plan for Transferring Part of State-owned Capital to Enrich Social Security Fund. The plan is clear. Starting from 2017, some central enterprises and some provinces will be selected for pilot projects, and 10% of the state-owned shares of enterprises will be uniformly transferred to enrich the social security fund to make up for the gap in the basic endowment insurance fund for enterprise employees caused by the implementation of the policy of deemed payment period. What is the "gap of deemed payment period"? Does the transfer of equity mean that the ability to pay for endowment insurance is insufficient? What is the impact on state-owned enterprises and capital markets after the transfer? On related issues, Beijing Youth Daily reporter interviewed Nie Huihua, vice president of the National Development and Strategy Research Institute of Renmin University of China.

  "The more underdeveloped areas, the greater the pressure on social security payment."

  The "Proposal" clarifies that the basic goal of transferring some state-owned capital is to make up for the gap in the basic endowment insurance fund for enterprise employees caused by the implementation of the policy of deemed payment period, and promote the establishment of a fairer and more sustainable endowment insurance system. Where does this gap come from?

  Beiqing Daily: Why is there a gap that is regarded as the payment period?

  Nie Huihua: First of all, this is caused by the window period of policy implementation. This is the gap left over from the initial stage of the basic old-age insurance system for employees of state-owned enterprises that employees who have already taken part in the work have not paid the fees, but are regarded as paying the fees.

  Our state-owned enterprises and institutions have long implemented a low-wage and high-welfare system. At that time, these units paid less wages to employees, and by default they had to bear the obligation of providing for the elderly for employees, which was an invisible contract between the state and individuals.

  The later policy, that is, the current social security system was formed around 1997, that is to say, only after 1997 did units and individuals pay social security on a large scale. If there are employees who have joined the work before 1997, and the period of social security payment does not meet the requirements of 15 years, then they will not get a pension simply from the policy point of view. Therefore, the policy stipulates that before the establishment of this system, the continuous length of service of on-the-job employees is generally treated as the deemed payment period, and it is reflected in the calculation of pension benefits, which forms the income and expenditure gap of the pension fund brought about by the deemed payment period.

  Beiqing Daily: How big is this gap?

  Nie Huihua: It’s hard to calculate the exact number of people and money, but it should not be less. According to the data, by the end of last year, the number of elderly people over 60 had exceeded 230 million, accounting for 16.7% of the total population, and the number of elderly people over 65 had exceeded 150 million, accounting for 10.8% of the total population. Obviously, the gap will not be too small.

  Beiqing Daily: According to the statistical bulletin of the Ministry of Human Resources and Social Security in 2016, the accumulated balance of basic old-age insurance at the end of last year was more than 4 trillion yuan, indicating that there is no gap in pensions at present. Why did you choose to transfer state-owned shares to enrich the social security fund now?

  Nie Huihua: There is no gap, which means there is no problem in the total volume, but there are structural problems to be solved.

  China’s regional development is very uneven, and the degree of aging is also very different. Some areas, especially the underdeveloped areas in the central and western regions and the northeast region, belong to the outflow of young people and the stay of old people. The northeast problem that everyone was discussing some time ago is that there are many state-owned enterprises, many elderly people, and the economy is not yet developed. A large number of people, especially young and middle-aged working people, have left, and those who can earn money to pay social security have left, leaving behind those who need social security payment. For example, the Ministry of Human Resources and Social Security has said before that the dependency ratio in Heilongjiang is 1.3:1, 1.3 people support one person, and in Guangdong it is 9:1, and 9 people support one person. The imbalance between these regions is a structural problem.

  Therefore, the less developed areas are, the heavier the burden of old-age care is, and the greater the pressure of social insurance payment. The more developed areas, such as the southeast coast and the north, Guangzhou and Shenzhen, have a much smaller burden.

  It is not abrupt to announce the implementation plan now. Scholars called for the transfer of some state-owned capital to enrich the social security fund five or six years ago, and the relevant state departments also mentioned it three or four years ago. In fact, it is a decision that has been prepared for a long time.

  "The transfer of 10% equity should have no impact on state-owned enterprises."

  The "Proposal" proposes that some central enterprises and some provinces should be selected to carry out pilot projects this year. Central enterprises include 3 to 5 central management enterprises supervised by the State Council SASAC and 2 central financial institutions. What effect does the transfer of equity have on them?

  Beiqing Daily: How many enterprises can be involved in the transfer scope, and how thick is their family background?

  Nie Huihua: From the family background, the strength of central enterprises is relatively strong, and the provincial enterprises are not bad. There are basically no entity state-owned enterprises at the county level, one is platform, and the other is public utilities, which basically do not make money, and the strength of public institutions is relatively weak. The implementation plan stipulates that the central and local state-owned and state-controlled large and medium-sized enterprises and financial institutions should be included in the scope of transfer. It is estimated that there should be about 5 to 7 pilot central enterprises, and 3 to 5 at the provincial level, which is a very stable state. The state-owned enterprises that can be selected should also be rich.

  Beiqing Daily: What is the impact of transferring 10% equity on these state-owned enterprises?

  Nie Huihua: For them, a 10% stake is just another small shareholder. This shareholder is not involved in decision-making and daily management, but they can use the income generated by this 10% stake, and the equity itself cannot be sold.

  In 2015, Shandong Province proposed to transfer 30% of the provincial state-owned capital to enrich the social security fund, which is much larger than the 10% in the current plan, so they asked to participate in major decisions and send directors, but they did not interfere in the daily management of state-owned enterprises. At present, 10% of the shares of central enterprises may not be necessary to send directors, let alone affect daily management and operation.

  As far as profit is concerned, a 10% stake is a 10% profit, and it is "left pocket to right pocket". Even if it is not transferred, state-owned enterprises have to pay profits and taxes. Now 10% of the proceeds are given to the social security fund, and taxes are not paid by state-owned enterprises. I think the social security fund should not be taxed. Therefore, the transfer of 10% equity should have no impact on state-owned enterprises.

  Beiqing Daily: Why is the equity transfer to the social security fund instead of directly to the endowment insurance fund?

  Nie Huihua: To answer this question, we must first clarify two concepts. Social security fund refers to social security fund, which is a strategic security reserve fund. It is specially used to supplement and adjust social security expenditures such as endowment insurance during the peak period of population aging, and it is not directly paid to individuals. Social insurance fund is a general term for basic old-age insurance fund, basic medical insurance fund, industrial injury insurance fund, unemployment insurance fund and maternity insurance fund, which is mainly formed by the contributions of units and individuals.

  For example, the social security fund is the central bank, and the social insurance fund is an ordinary commercial bank. Only when the commercial bank has insufficient money will the central bank use its reserves. According to the data of the Ministry of Human Resources and Social Security, there is no substantial gap in the social insurance fund. Therefore, transferring the equity to the social security fund is a strategic investment and will not be used in the short term.

  Beiqing Daily: How does the social security fund operate after the equity transfer?

  Nie Huihua: You can make long-term investment, even equity investment, or enter the stock market, and the third party can manage money. These are all things that social insurance funds cannot do. Because the social insurance fund has to pay in the short term, the social security fund doesn’t have to. Just like an individual’s five-year deposit can be used for investment and financial management, but it can’t be used for demand deposits.

  Yin Weimin, Minister of Human Resources and Social Security, said that when the old-age insurance system was established more than 20 years ago, the population dependency ratio was 5: 1, and now it has been continuously reduced to 2.8: 1. With the acceleration of population aging, what other measures can ensure the sustainable operation of endowment insurance?

  Beiqing Daily: From the perspective of solving the laid-off workers in zombie enterprises, you and your team have proposed to allocate state-owned assets to enrich the social security fund for two consecutive years. What is the specific content?

  Nie Huihua: Now there are zombie enterprises in many places. The main problem of zombie enterprises is laid-off workers, and the main problem of laid-off workers is social security. We have calculated that a 45-year-old laid-off worker who wants to live a "decent" life for the rest of his life needs a maximum of 200,000 yuan per person, which the average government and enterprises can’t afford. Therefore, we suggest that part of the state-owned assets be allocated to establish a guarantee or resettlement fund for zombie enterprises and extremely poor enterprises.

  Beiqing Daily: There is no specific mention of zombie enterprises in the implementation plan announced by the Ministry of Finance.

  Nie Huihua: Yes, the current plan only talks about transferring the equity of state-owned enterprises to enrich the social security fund, but we think we can cut off a part of this 10% equity as an emergency expenditure for the laid-off workers. I will mention this suggestion again. Now that the existing policies have been solved, it should not be so difficult to operate. The premise is established and it is only a matter of specific distribution. Moreover, we are still investigating the number of laid-off workers. Because of the changes in the employment system of state-owned enterprises, there are more contract workers and temporary workers, and the actual number of laid-off workers who need to be resettled is less than expected.

  Beiqing Daily: China’s aging is becoming more and more serious. What needs to be reformed in the existing endowment insurance system? What suggestions do you have?

  Nie Huihua: First of all, we should broaden the scope of payment of endowment insurance. In the current environment, there are more and more freelancers, such as many Taobao shopkeepers and part-time workers, who have worked but have not paid social insurance. I suggest that the social security system based on the unit system should be broadened to work-based system, and insurance should be paid as long as there is a job, so as to enlarge the pool of social security.

  The second is to encourage the population to have children. Social security is not pay as you go, but intergenerational transfer payment. The gap is not terrible, the terrible thing is that no one will take over, so there must be enough young and middle-aged labor. Moreover, to encourage childbearing, not only the family planning policy should be relaxed, but also a series of supporting policies such as the child care system and the domestic service system should be kept up.

  Third, the promotion of cross-regional transfer payments requires a coordination mechanism at the central level. This is the problem of regional imbalance mentioned just now. Developed areas have absorbed a large number of young and middle-aged laborers, and the payment pressure is not great. Underdeveloped areas have left many elderly people, and the payment pressure is great. The premise of social insurance is intergenerational transfer payment, and now it is artificially divided into regions.

  Therefore, developed areas have absorbed the demographic dividend of underdeveloped areas and should be compensated.

  The cause of aging is an important social cause of the party and the government. It is of great significance to carefully compile and implement the Development Plan for the Cause of Aging in Beijing during the Thirteenth Five-Year Plan period for timely, scientific and comprehensive response to the challenge of population aging and promoting the comprehensive, coordinated and sustainable economic and social development of the capital.

  Focusing on the "four comprehensive" strategic layout, this plan focuses on the functional orientation of the capital city and the coordinated development of Beijing-Tianjin-Hebei, aiming at making the elderly in the city have more sense of gain, and puts forward the strategic objectives, main tasks and safeguard measures during the "Thirteenth Five-Year Plan" period, which is the blueprint and action plan for the cause of aging in the capital.

  This plan is based on the Law of the People’s Republic of China on the Protection of the Rights and Interests of the Elderly, the Regulations of Beijing Municipality on Home Care for the Aged, the Outline of the Thirteenth Five-Year Plan for Beijing’s National Economic and Social Development, and other laws, regulations and policies related to Beijing’s aging work.

The first part of the planning background

  First, the development status quo

  During the "Twelfth Five-Year Plan" period, Beijing adhered to the policy of "Party and government leading, social participation and universal care", based on the functional orientation of the capital and the development trend of population aging, deepened reform and innovation, strengthened policy support, improved institutional mechanisms, and consolidated the grassroots foundation, and the level of old-age services and security was significantly improved.

  -The top-level system design is more scientific. Focusing on the overall layout of the "9064" pension work, we timely adjusted the strategic focus of the cause of the elderly, increased the support of policies and regulations, promulgated the first local regulation on home-based care in China, the Regulations on Home-based Care Services in Beijing, and issued the Opinions of the Beijing Municipal People’s Government on Accelerating the Development of the Care Service Industry (No.32 [2013] of Beijing Municipality), and formulated and implemented the construction of care centers for the elderly, meal support services for the elderly, the combination of medical care and nursing, and the construction of care teams for the elderly. Make up for the shortcomings of home-based aged care services, cultivate and develop the aged care service industry, and initially form a pattern of aged care services based on home, supported by communities and supplemented by institutions.

  -The level of welfare protection has been significantly improved. According to the level of economic development in the capital, the standard of old-age security has been raised year by year. The average pension for enterprise retirees, the basic pension for urban and rural residents and the welfare pension for urban and rural residents have increased by more than 10% annually. The systems of medical security for the elderly, social assistance, old-age allowance, family planning incentive subsidy and preferential treatment for the elderly have been improved day by day. On the basis of focusing on protecting the elderly with special difficulties, it has gradually benefited all the elderly and allowed them to share the fruits of economic and social development.

  -The demand for aged care services is effectively met. We will fully implement the "nine-support" policy for home-based care for the disabled, establish a subsidy system for home-based care for the disabled, and develop community dining tables and nurseries for the elderly. Construction of 154 street (township) old-age care centers to radiate community home-based old-age care services. We will improve the implementation of preferential policies such as subsidies for bed construction and operation, tax reduction and exemption, support social forces to establish pension institutions, implement socialized reform of public pension institutions, and greatly improve the efficiency of institutional pension services. A number of professional social organizations, such as the Municipal Association for the Aged, the Association for the Aged and the Association for Community Service, were established to guide enterprises, institutions and social organizations to participate in the aged care service, and the enthusiasm of social forces to invest in the aged care industry was high. Actively develop the cultural, sports and educational undertakings of the elderly, and extensively carry out spiritual care public welfare services, so that the spiritual and cultural life of the elderly is more abundant. During the "Twelfth Five-Year Plan" period, the number of old-age beds in the city increased from 70,000 to 120,000, 70% of old-age care institutions realized socialized operation, and 15,000 old-age care service units were developed to effectively meet the diversified service needs of the elderly.

Improve the working system of the Municipal Committee on Aging, and strengthen the organization, leadership and overall coordination of the city’s pension work. The municipal government has set up a special fund for the aged care service, which has invested more than 5 billion yuan to support the development of the aged care service industry in the past five years. We issued the Special Plan for Beijing’s Pension Service Facilities and the Implementation Opinions on the Allocation Index of Beijing’s Residential Public Service Facilities, and scientifically arranged and standardized the pension service facilities. Set up an information platform for the aged care service, promote the replacement of vouchers for the aged and the disabled into "Beijing Tong-Card for the Aged and the Disabled", fully grasp the demand and consumption information of the elderly, and provide support for scientific decision-making and service improvement. Vigorously carry forward the fine tradition of respecting the elderly and naming 45,000 "filial stars" in the name of the municipal government, the awareness of aging in the whole society has been significantly enhanced, the social atmosphere of loving and helping the elderly has become increasingly strong, and the rights and interests of the elderly have been effectively guaranteed.

  Second, facing the situation

  The "Thirteenth Five-Year Plan" period is the decisive stage for China to build a well-off society in an all-round way. The party, the government and all walks of life attach great importance to the problem of population aging, and the development of the cause of aging is facing rare opportunities and major challenges.

  (A) population aging situation

  The city is in the stage of moderate aging, and the aging population reflects the following outstanding characteristics: First, it is large in scale. By the end of 2015, the registered elderly population aged 60 and above in the city was about 3.133 million, accounting for 23.4% of the total registered population, and the aging degree of the registered population ranked second in the country; The resident elderly population in the city is 3.405 million, accounting for 15.7% of the total resident population. Second, the growth rate is fast. On average, the city has a net increase of more than 500 elderly people aged 60 and over every day, and a net increase of more than 120 elderly people aged 80 and over. It is estimated that by 2020, the registered elderly population in the city will exceed 3.8 million and the permanent elderly population will exceed 4 million. The third is imbalance. The registered elderly population in the six districts of the city accounts for 2/3 of the registered elderly population in the city, and the aging degree (24.7%) is higher than that in the suburbs (21.1%).

  (2) The challenge of population aging

  Population aging has a far-reaching impact on economic development, social security, social services and other aspects. First, the proportion of the working-age population has declined, affecting the effective supply of labor. The old-age dependency ratio of permanent residents has continued to rise, from 15.9% in 2010 to 21.1% in 2015, which has increased the burden on the working-age population. Second, the supporting capacity of social security funds is facing a severe test due to the narrowing of the collection space for social insurance expansion, the increase of people enjoying treatment, the rigid growth of treatment and the aging population. Third, the family size is miniaturized, and the elderly with special difficulties such as old age, disability, dementia and loss of independence are increasing year by year, which brings great pressure to the family and society.

  (C) Opportunities for the development of the cause of aging

  The party and the government attach great importance to the development of the cause of aging, and propose to deal with the aging of the population in a timely, scientific and comprehensive manner, and the cause of aging will usher in an important period of development opportunities. First, Beijing, as the capital, has more obvious development advantages, broader prospects and great potential for transformation, upgrading and development, which provides more powerful support for the development of the cause of aging. Second, during the "Thirteenth Five-Year Plan" period, the city is still in the stage of moderate aging, with relatively sufficient labor supply and relatively light social burden, which provides a valuable buffer period for the aging work. Third, with the gradual improvement of the social security system, the income level of the elderly has steadily increased, and the consumption power has been increasing. The aged care service industry is becoming a new growth point to stimulate domestic demand, expand employment, promote economic transformation and upgrading, and promote the development of the capital service industry.

  I. Guiding ideology

  Thoroughly implement the spirit of the important speeches of the Supreme Leader General Secretary and the important instructions to Beijing, implement the development concept of "innovation, coordination, green, openness and sharing" in accordance with the overall layout of "five in one" and the strategic layout of "four comprehensive", closely focus on timely, scientific and comprehensive response to the requirements of population aging, adapt to the new situation and changes of population aging development in this city, adjust the system and innovation mechanism, and strengthen overall planning and integration. We will improve major policies and systems for the aged, increase the basic old-age security, implement happiness project for the aged at home, fully liberalize the old-age service market, and build an old-age service and security system with the characteristics of the capital, so as to enhance the well-being of the elderly and give them more sense of gain.

  Second, the basic principles

  -adhere to the government-led, social subject. The government undertakes the functions of formulating policy standards, building infrastructure, providing land and financial support, and strengthening industry supervision. Fully liberalize the aged care service market, give full play to the main role of society, stimulate market vitality, mobilize the whole society to participate extensively, and form a joint force to jointly promote the development of the cause of aging.

  -adhere to the basic protection and moderate inclusiveness. On the basis of giving priority to the elderly groups with special difficulties such as economic difficulties, advanced age, disability, dementia and loss of independence, we will promote the moderate inclusiveness and equalization of old-age security and old-age services, establish and improve the classified security and service system for the elderly, and safeguard the legitimate rights and interests of all the elderly according to law.

  -Adhere to innovation-driven and comprehensive policies. Adhere to the direction of demand orientation, socialization and industrialization, innovate working ideas, ideas and methods, support all districts to adjust measures to local conditions, highlight key points, pilot first, improve the supply mode of aged care services, reform the management mechanism of aged care services, innovate the forms of aged care services, and take various measures to promote the innovative development of aged care.

  By 2020, in order to meet the requirements of building a world-class harmonious and livable capital, we will strive to achieve a more advanced concept and mode of old-age care in this city, a more sound old-age security and service system, a more efficient operation of management systems and mechanisms, a significantly enhanced awareness and ability of social participation, and a pension model with the characteristics of the capital will be formed, and the people’s livelihood and quality of life will be improved by leaps and bounds.

  -The social old-age security system has been improved. The collection rate of five social insurance funds has remained above 98%, and the basic social insurance in urban and rural areas has been fully covered. The old-age security and medical security benefits for the elderly have been improved year by year, the social welfare and social preferential treatment system for the elderly has been improved, the elderly are healthier physically and mentally, their consumption power has been gradually enhanced, and their living standards have been continuously improved.

  -The social pension service system is rich and diverse. The service for the aged is socialized, industrialized, systematized and informationized, with richer service content and relatively sufficient service supply. With the in-depth implementation of the Regulations on Home Care for the Aged in Beijing, community care for the aged is becoming more and more mature, and home care for the aged in happiness project has begun to take shape. The service capacity of the old-age care institutions has been significantly improved, and the elderly can live in and afford it as needed. The market for aged care services has been fully liberalized, and the coordinated development of aged care services in Beijing, Tianjin and Hebei has achieved practical results. The aged care service industry has become an important part of the capital service industry.

  -Co-construction and sharing of the social management system for the aged. The system and mechanism of aging work are smoother, and the work force is gradually strengthened. The mechanism for the government to support various market players to increase the supply of aged care services and products is more mature, and the management and supervision mechanism is more perfect. Pension service enterprises and social organizations have developed and strengthened, and the function of family pension has been enhanced.

  -The system of policies and regulations on aging is more complete.   The Paper noted that on January 6, 2007, Zhuang Yonghua was delivered to Hohhot No.1 Prison, and after serving two years’ imprisonment, he was directly sentenced to 18 years’ imprisonment from suspended death and six years’ deprivation of political rights. Sometimes I really feel a bit like walking on thin ice, for fear that my answer will cause some unnecessary public opinion hotspots.

  The workload of post-conference analysis is quite large.

  Beiqing Daily: Can you tell us about your follow-up work after last year’s press conference and what stories have you prepared this year?

  Wang Guoqing: We also want to convey what we want to express by telling stories. Now it looks very effective. People may not be interested in the same thing, even if it is a vivid document language. After turning it into a story, the effect will be different if the spirit is integrated into the story. For example, when I talked about Ding Long last year, I didn’t know there was such a person until I was preparing. His story touched me and was noticed by the media after I finished speaking.   We have to sum up after the press conference of the two sessions. Press release is a very complicated job, not just deciding when to hold the press conference. Topic setting, content selection, on-site organization and post-meeting effect evaluation are all very important links. For example, we held a press conference with dozens of reporters, and the scene was very lively. However, how to report after the meeting and the performance of the spokesperson need to be analyzed, and the workload is quite large. I emphasized this point very much when I was in the new office. Every year, I asked professors from colleges and universities to take the team to do the evaluation of news release. It has been more than ten years now. In addition to regular feedback during the period, there will be a work meeting at the end of the year, and they will bring us a thick report, which is very useful to us. Their evaluation is often more professional and objective.

  I joked that when we finish the press conference and write a briefing, we would often say that "the reporters at the press conference asked questions enthusiastically and the Chinese and foreign media reported them fully". However, the experts’ evaluation will not report good news but not bad news. They will affirm the achievements, directly tell the problems and analyze the reasons, which is very helpful for the improvement of our work.

  Beiqing Daily: Recently, international and domestic events have continued. You are a spokesman and vice director of the Foreign Affairs Committee of the Chinese People’s Political Consultative Conference. What’s your response or preparation?

  Wang Guoqing: The Chinese People’s Political Consultative Conference (CPPCC) is a platform for consultation and deliberation, not a decision-making body or an administrative organ. Before that, we had three symposiums with the media and a salon with foreign media reporters, all of whom were very concerned about these issues. However, as a spokesperson for the CPPCC General Assembly, I have no authority to talk about these issues. After we collect the questions raised by reporters, we will make some judgments about which ones should be answered at the press conference of the CPPCC National Committee and which ones should be transferred as "setters", such as those that should be transferred to the Ministry of Foreign Affairs, those that should be given to the National Development and Reform Commission, and those that should be given to the Taiwan Affairs Office.   Wang Guoqing: It is very good for the Central Commission for Discipline Inspection to hold a press conference after the plenary session. Although there was a meeting communique, there were many reports during the meeting, and the media had done a lot of work, there was such a press conference after the meeting, where "authoritative people" came out to face the media and interpreted the issues that everyone was concerned about and those that were not fully understood in the communique. The effect was very good, indicating that our work in this regard was very transparent. Including people accusing us of selective anti-corruption and power struggle, they all gave a good response.

  How to handle the threshold of the CPPCC is a very important issue in the year of transition, and it is also a concern of everyone.   As for whether the number of proposals will soar, I don’t think so. In recent years, my feeling is that the ability of members to perform their duties is becoming more and more mature, and the quality of proposals is getting higher and higher.
